2 middle user download group: users when "威望" >= 1 ，download speed 50KB/S , speed & session up with the "威望" credit.

威望 means prestige.  You earn prestige I imagine from uploading and posting.  Basically if you are not a leeching asshole, your 威望 or prestige (reputation) should also improve. This system seems to be designed like most others in the sense that it gives users incentives to upload content and keep the community alive.
